The first person to arrive at the pre-announced ticket queue should start a queuing list by writing down their name, and everyone arriving afterwards should add their name in order of arrival.
Anyone on the list may hold a roll call; if a listed person is absent and has no stand-in, the person conducting the roll call may cross out their name and take their place. Everyone must also note how many tickets they wish to buy.
At the announced time, a KY representative will arrive and sell tickets according to the order of the list.
